A BROOKS, MINNESOTA MAN IS FACING FELONY CHILD TORTURE CHARGES, ALONG WITH TWO OTHER CHARGES AFTER A THIRD PARTY REPORTED SEEING A VIDEO IN WHICH HE BEAT A 12-YEAR OLD CHILD. 34-YEAR OLD JOSEPH COLE WULFSON FACES A POSSIBLE TERM OF 25 YEARS IN PRISON, ALTHOUGH SENTENCING GUIDELINES LIKELY WOULD PUT IT BETWEEN TWO AND NINE YEARS. LAW ENFORCEMENT LEARNED OF THE ALLEGED JULY 6 ATTACK ON JULY 11. WHEN PAYING A VISIT TO THE CHILD’S RESIDENCE, POLICE WERE TOLD THE CHILD HAD GONE TO LIVE WITH GRANDPARENTS FOR A WHILE. AFTER BEING ARRESTED, WULFSON SAID HE WAS PUNISHING THE CHILD FOR LYING. IT WAS CAUGHT ON VIDEO BY AN OUTDOOR CAMERA.
STATE ATTORNEY GENERAL KEITH ELLISON IS ASKING THE COURTS TO REVIEW THEIR RULING THAT MAKES OPEN CARRY PERMITS AVAILABLE TO THOSE WHO ARE AGED 18-20. THE COURT RULED THAT A LONGSTANDING LAW IN MINNESOTA THAT BARRED THAT AGE GROUP FROM OBTAINING THOSE PERMITS WAS UNCONSTITUTIONAL.
