THE STORY SAYS THE AVERAGE ANNUAL TEMPERATURE IN ROSEAU AND KITTSON COUNTIES IS UP FOUR POINT THREE DEGREES OVER THE PAST ONE HUNDRED YEARS; THAT’S THE LARGEST JUMP IN THE UNITED STATES OVER THAT PERIOD OF TIME.
